Particular Concerns

Evropska komisija, izvršni organ EU, je u izveštaju “Serbia 2007 Progress Report” ocenila napredak koji je Srbija ostvarila (ili nije) u čitavom nizu oblasti, od političkog života, zaštite ljudskih prava, zakonodavstva, svih grana privrede, obrazovanju, administraciji itd, pa tako i u medijskoj sferi.
Pažnja je posvećena samo audiovizuelnim medijima i regulativi u ovoj oblasti, posebno radu Radiodifuzne agencije i dodeli frekvencija.
U izveštaju se navodi:
"In the area of audiovisual policy Serbia has not yet signed the European Convention on Transfrontier Television. The situation of the Broadcasting Agency in Serbia remains a cause for concern. The allocation of national frequencies by the Republic Broadcasting Agency in 2006 is still controversial and continues to raise issues of transparency and accountability. A number of decisions have been contested before the courts. Allocation of regional and local frequencies has been ongoing, with a number of appeals pending. A decision taken by the Broadcasting Agency obliging the RTS to extensively broadcast live parliamentary debates raises concerns about interference with the editorial policy of the public service broadcaster."

I zaključak:
"Preparations in the area of information society and media are at an early stage
and further efforts are needed to meet European standards. The capacity of the
regulatory bodies remains below strength. There are particular concerns in the audiovisual sector."

Činjenica da neko neutralan i sa autoritetom procenjuje ovoliki spektar oblasti, uključujući i medijsku, meni se veoma dopada. Zamagljenja kojima mogu da budu skloni lokalni akteri nekako nestaju iz ove perspektive.
